Fresno County Sheriff’s Office detectives have booked two suspects into the Fresno County Jail on three felony charges of conspiring to commit a kidnapping for financial gain, torture and making threats to kill the victim.
They are Sandra Garcia, 41, of Madera and her son, Mark Anthony Roque, 18, of Madera. A judge had issued arrest warrants for both of them on June 22nd, 2016.
Around 3:00 am on Friday, Hanford Police responded to a call of a suspicious vehicle. Officers contacted Garcia and Roque inside the car and discovered they had outstanding warrants, so they placed them under arrest. Fresno County Sheriff’s detectives responded to the Kings County Jail and transported them to the Fresno County Jail.
Detectives continue to search for a third suspect in this case who also has a warrant out for his arrest. He is Miguel Carriedo, 40, of San Francisco.
Around 3:15 pm on February 16th, 2016, a 13 year old girl returned to her home near E. Shepherd and Academy Ave. in Clovis. A group of young men, possibly as many as four, were on the outside of the house and approached her before she went inside. The suspects, who wore masks, grabbed the girl, stripped her backpack away and then forced her into their car. They drove her approximately 20 miles away to the area of Sycamore Road and Coyote Drive in Tollhouse. The suspects took the teenager out of the car, punched and kicked her and then fled the area in their car. The girl was able to walk a short distance and find help from a homeowner in the area. Around 4:30 pm, the homeowner called the Sheriff’s Office. Deputies and paramedics contacted the girl and arranged for her to be transported to a local hospital for medical treatment.
During the course of the investigation, detectives learned Sandra Garcia was in a dating relationship with the victim’s father. Evidence was discovered that linked Garcia, Roque and Carriedo together and showed they put together the kidnapping plan.
The Fresno County District Attorney’s Office has filed charges and is moving forward to prosecute this case.
